Fleshy areas are less painful, but, to be fair, it's not really as painful as people say, so if you like the idea of a foot tattoo, it won't be that much worse than anywhere else. Think about whether you only want one or if you might get more later, as it generally looks best if they're all in the same style. Black work ages better than colour, but you can always touch them up as they age, so I wouldn't let that preclude colour if you liked something. Remember that they tend to spread as they age, so consider that when you're working out the design, and try not to go too intricate, or it'll just look like a smudge. Also bear in mind that if you lose or gain weight, that can distort the tattoo. In this respect, the foot is quite a good place, as it doesn't tend to fluctuate hugely with weight fluctuation. I think it's nice to have a meaning to each tattoo, but if you're happy to go for something purely for decorative reasons, that's cool too. Bear in mind that it's pretty much permanent, so only get something if you love it. There are a lot of regrettable barbed wire arm cuffs attesting to the fact that a decision made drunkenly in the early to mid-90s is hard to undo.
